  17. Superintendent Ronal Serpas Launches "El Protector" Program for the Hispanic and Vietnamese Community

    Superintendent of Police Ronal W.  Serpas has announced a new NOPD program called “El Protector.  El Protector is an outreach program that originated in  California Highway Patrol to reach Spanish-speaking  populations to advance traffic  safety.  Given the every changing dynamics of New  Orleans, the NOPD has determined that a  newer version of the El Protector program should be implemented here.   Additionally, given the large contribution to our community by the Vietnamese  neighborhoods, the NOPD’s El Protector will include a Vietnamese version as well.

    An abandoned warehouse near the railroad tracks in the Upper 9th Ward was home to many of our homeless in New Orleans.  However, that "home" turned into a deadly inferno when a warming fire burned out of control, killing 8 people and 2 dogs who were trapped inside.
