    When I hosted a 2009 conference of Constitutional experts, Georgetown Law Professor Randy Barnett told me that “like it or not, Mike, the fact that you are here makes you an elite.” I never fancied myself to be very elite but I took Barnett’s words to heart and have tried to present “elite” points of view. “Elite” defined as rare, uncommon, not from the media talking points handbook.     Today, Mayor Mitch Landrieu announced that the New Orleans African American  Museum is the recipient of a $3 million CDBG grant from the City of New Orleans.  The $3  million represents nearly half of the $6 million “New Orleans African American  Museum (NOAAM) Acquisition & Improvement Public Facility Project” which will  improve historic Treme structures to be included in the museum’s expanded  footprint.
